Bicameral legislation is passed with majority votes. Changes to the implementations of regulations, laws, activities orchestrated from leadership, have to be done through more legislation. Without necessary changes or trial and effects that are studied by committee, the activities and results remain steadfast regardless of outcome. Even if major problems are a result of the passage of mandates in the original bill, the problems can’t be fixed internally. The problems have to be fixed in review and settlement on -line- items.
If waved, the items can be reviewed by committee and then resolutions can be applied to fix problems with the Presidents oversight. He usually has a committee. The committee is usually bipartisan. The refusal for review by committee is usually a sign of problems or possible corruption.
In the case of Obamacare, problems that were worked into the bill that can be used to cover up corruption, or corporate greed. (That’s my opinion.)
